Health and Welfare Benefits Eligibility Level

Use this chart to determine eligibility for new hires, rehires, and status changes. These eligibility rules became effective on January 1, 2001.

Member of a UC-sponsored defined benefit retirement plan

AND
Minimum 50% appointment for 12 months or more

OR
1,000 hours in a rolling 12-month period.

Please note: Rehired employees immediately receive full benefits if they have 1,000 hours in their benefits 12-month rolling hours count from previous employment.

Minimum 17.5 hours average paid time (APT) per week (43.75%)

Mid-Level

BELI 2, 3

NOT

a member of a UC-sponsored defined benefit retirement plan**

AND
Minimum 50% appointment for 12 months or more

OR
100% for 3 months or more (BELI 3)

**Excluded from UCRP (thus, Full Benefits): visiting appointees 8/1/90 and after, "By Agreement" employees who are paid a flat amount and have no covered compensation, casual restricted, those here primarily for education or training (unless in career position), per diem, Regents' professors or lecturers, those who receive "special compensation" but no "covered compensation", active PERS members

Employee ineligible for Health and Welfare benefits because of excluded appointment type or does not met BELI 1-4 requirement:

Appointed less than 43.75% time and /or average regular paid time is less than 17.5 hours.
Appointed in a casual/restricted or student reserved position.
Appointed in a per diem position.
Appointed "by agreement" with pay not related to time on pay status. Appointed to "Without Salary" position.
