HCM: Manage Hires vs. Add a Person
Hiring an Applicant Using an HCM Talent Acquisition Manager (TAM) Job Opening
To advertise and recruit for a Staff position at UC Berkeley, the hiring department uses the TAM module of HCM: Recruiting Solutions to create a job requisition and post the position online. External applicants and UC Berkeley employees apply for the position using the Candidate Gateway component of HCM: Recruiting Solutions.
The position may be filled by an individual who is new to UC Berkeley, or by a current or former UC Berkeley employee. When processed properly, the Hire action (or Rehire/Transfer/Promotion/Demotion) will fill and close the job opening. If there are multiple openings on the same requisition, the position will not close until the last opening is filled.
For any opening filled through TAM, the Manage Hires link is used to process the transaction in Workforce Administration. To create a new record for a brand new employee position filling a TAM job opening, you must start by clicking on Manage Hires. Using this component connects the applicant with the position and will close the opening appropriately.
Do not start by adding them in the Add a Person section or the requisition will remain open, even though you have actually filled the position. If you choose Manage Hires but the applicant does not appear in the "Ready to Hire" list, do not proceed. Contact your departmental TAM Originator and make sure all the TAM steps have been completed first.
When you use the Manage Hires link to process the new Hire (it is also used for Rehires, Transfers/Promotions/Demotions), HCM will pull in some of the Personal information for you based on the applicant profile, it will also pull in some of the Job Information based on the job opening in TAM.
New Employees - NOT recruited through TAM
There are three kinds of positions at UC Berkeley that are not recruited for through HCM:
- TAM: Academic positions
- Student positions
- Staff positions
For these positions, a Waiver of Recruitment was obtained from HR Employment Services. In these cases, there is no TAM job opening to fill. This is known as a "direct hire," and a different HCM component is used.
To create a new employment record for an Academic, Student, or Staff position with a Waiver of Recruitment, choose Add a Person. Use this component only when there is no TAM job opening associated with the position. If you use Add a Person, that job will never be marked as filled and will continue to stay open and the person will continue to show on your "Ready to Hire" Manage Hires list.
