Human Resources Management System

Overview

HRMS serves as a single system for recording and updating personnel information and actions of Berkeley employees, including faculty, staff, non-senate academic employees, undergraduate student employees, graduate student employees, post-doctoral fellows, and visiting scholars. Certain affiliated Non-Employees, such as volunteers, consultants, and non-paid visiting scholars, are also included in this management system.

HRMS supports the e-Berkeley Initiative mission to "use the power of the web to transform the way the university operates, from day-to-day functions to its central mission of teaching and research." The HRMS application meets the campus's e-architecture requirements.

The system has been widely distributed to the campus community, with access based on the user's roles and responsibilities. Some components, such as applicant self-service, are available to people beyond Berkeley. HRMS and its reporting tool, HR BAIRS, offers departments and divisions the opportunity to review their use of "shadow" systems and in many cases, departments may decide to retire them. 

Benefits of HRMS:

  • Streamlining of employee life cycle transactions in Human Resources and Academic Personnel, including recruitment, hiring, promotion, transfer, leaves and sabbaticals, retirements, other separations.
  • Delivers accurate, timely management information to support strategic planning and workforce management.
  • Permits employees to manage their own data - from phone number and home address to credentials to faculty biography and bibliography.
  • Allows internal and external job applicants to view job listings and apply for positions. Managers are able to submit job vacancy listings, review applicant rosters, and log the status of their recruitments.
  • Integrates with UC's Payroll/Personnel System (PPS) for payroll and time-keeping functions, and with UCbencom for benefits activities. PPS will continue to be the system of record for time and pay information. Benefits continue to be recorded in UCbencom. Both PPS and UCbencom share data with HRMS.
  • Integrates with the Berkeley Integrated Budget System (BIBS) for tracking of permanently budgeted positions.
  • Replaced the Berkeley Affirmative Action System (BAAS) used by the Office of Human Resources for staff affirmative action reporting and provides mandated reports to the Office of Federal Contract Compliance Programs (OFCCP), the Equal Employment Opportunity Commission (EEOC), and other federal and state agencies.
  • Replaced the Academic Personnel System (APS) used by the Academic Personnel Office by providing a means to track tenure, faculty events, and histories.
  • Replaced all functions of the Applicant Tracking System (ATS) used within Human Resources.
