Departmental Overview:

The University of California Police Department provides a full range of law enforcement services in support of the academic and public service missions of the University of California, serving a diverse community of more than 35,000 students and 14,000 faculty & staff in the vibrant City of Berkeley, at the heart of the San Francisco Bay Area. In addition to the traditional role of a police department we also carry out a variety of proactive educational, outreach and crime prevention programs. We pride ourselves in a professional and high-quality delivery of service, which we provide with sensitivity to the unique concerns of the University community.

At the Berkeley campus, we employ approximately 65 sworn peace officers, 45 full time civilian employees and 50 part-time students. We are interested in ethical, intelligent, creative and motivated candidates who possess the desire and talent required to address the unique challenges of our urban campus environment. We offer a wide variety of assignments and a public service experience unlike any other agency.

Responsibilities:
Police Captains provide leadership for a major division and multiple units within the police department and are responsible for managing, preparing, administering and directing all assigned personnel, resources and funds, for the purpose of meeting department objectives and goals. Police Captains work under the general direction of, and report directly to, the Chief of Police. Captains provide assistance to the Chief of Police in the development and administration of department policy and procedure, managing department budget and staffing, carrying out hiring, termination and other human resources and disciplinary actions, serving as a public representative of the department and the University, providing necessary command and control in the absence of other ranking supervisors or managers, ensuring department compliance with law, regulation and policy, and other administrative duties or projects as assigned.

Second in rank to the Chief of Police, a Police Captain assumes full responsibility for command of the department in the absence of the Chief. Police Captains may be called upon 24-hours a day to provide management for critical incidents including civil unrest, natural and man-made disasters, high-profile crimes or police actions and other significant department operations. Captains must be able to fulfill all the essential duties of a sworn peace officer and to perform the functional role of lower ranks as required. Captains are occasionally expected to attend off-site training and to provide mutual aid to other agencies or locations, based on the needs of the department.

Required Qualifications:
Candidates for the position of Police Captain must meet all requirements for peace officers as established by law and the California Commission on Peace Officer Standards and Training (POST), and:

  • Possess a valid California Driver License;
  • Have earned a bachelor's degree or an equivalent combination of education, training and experience;
  • Possess a valid California POST Advanced certificate and be eligible for a POST Management certificate within one year of appointment (or currently possess a valid POST Management certificate);
  • Be a current UCPD Sergeant with a valid California POST Advanced certificate and at least three years of experience, or be a current UCPD Lieutenant or of higher rank, or have current/previous experience at the rank of Lieutenant or higher, or be at the rank of Sergeant for at least ten years with progressively more responsibility including significant managerial duties.

Preferred Qualifications:
Candidates for the position of Police Captain should have:

  • Significant experience performing all aspects of the role of police officer, Sergeant of Police and Lieutenant of Police;
  • Demonstrated excellent communication skills, training skills, problem solving skills and the ability to interact with a diverse community;
  • Demonstrated ability to exercise sound judgment and take decisive action in critical situations;
  • Demonstrated ability to effectively manage a complex organization with multiple priorities and limited resources;
  • Thorough knowledge of budgeting and financial practices applicable to law enforcement in the University environment;
  • Thorough knowledge of law enforcement management theory and administrative standards;
  • Ability to use vehicles, computer systems, weapons and other technologies and tools employed by police agencies;
  • Thorough understanding of modern policing issues, philosophies, practices, trends, laws, regulations, and policies as applied within the University environment.

Salary & Benefits:
As of October 2009 the salary range for Police Captain is $133,200 - $148,400 per year.

Candidates may be assigned a step within the salary range based on prior experience.
