Departmental Overview:
The Space Sciences Laboratory (SSL) is an Organized Research Unit of the University of California. SSL has approximately 300 employees located at the Space Sciences Laboratory, Lawrence Berkeley National Laboratory, and at a variety of locations on campus. The staff encompasses full time Faculty, Academic Professional Research Physicists/Astronomers, Specialist, Project Scientist, Postdoctoral Scholar, Visiting Research and Graduate Student Researchers; professional and technical staff, and undergraduate students. Approximately 120 of the personnel are academic/research, 130 are staff employees, and 50 are graduate and undergraduate students. SSL expenditures exceed $45 million dollars annually, primarily comprised of 150 active federal contracts and grants. State of the art space research is performed at the Laboratory, and SSL has one of the largest proportions of NASA flight programs outside any of the NASA’s own research laboratories. These programs require specialized knowledge of market-driven aerospace engineering and programming specialists and require SSL to be at the leading edge of continuous improvement in assessing the skill levels of current personnel and comparisons to the competitive Bay Area job market.
The incumbent serves as the Executive Officer of the Space Sciences Laboratory. He/she has operational responsibility for all of the administrative functions: academic & staff personnel, payroll, purchasing, machine shop, contracts & grants, facilities management, safety program, data network and database development, and financial management.
The Director assisted by the Executive Officer and Advisory Committees provides general direction for the administration of SSL. The Executive Officer is responsible for executing this direction and providing the day-to-day guidance for the efficient and effective operation of the laboratory. The Executive Officer initiates policy and procedures for the Director's approval.
The Executive Officer directly supervises eight administrative managers who in turn supervise seventeen staff and students.
The Executive Officer reports directly to the Director and is responsible for representing the SSL interests in its interactions with the campus and outside. The Director normally delegates a large degree of independence, authority, and accountability for the effective working of SSL to the Executive Officer. Essential to providing the necessary support are solid relationships with the SSL research staff, the campus community, supportive relationships with Federal and state agencies, and cooperative responsiveness to auditors and occasional requesters of SSL help.
Responsibilities:
- Manages, plans and administers administrative operations and general operations of Space Sciences Laboratory. Administrative services include all the following functions: IT (data network and data systems administration), facilities, contracts and grants, budgetary financial management, recharge administration (machine shop and purchasing), human resources (academic and staff personnel), payroll, and safety program.
- Maintains integrity of Space Sciences Laboratory through management and oversight of staff. Instills strong management practices among subordinate managers – leads by example. Ensures the day-to-day activities are accomplished efficiently and effectively. Stays within budget by maintaining a lean and highly productive Business Office staff.
- Makes decisions on administrative and operational matters to ensure achievement of the Space Sciences Laboratory’s objectives (operational and budget processes, contract and grant administration, academic and staff FTE, finance, recharge administration, human resources, IT and space planning) that have department-wide impact.
- Interacts and participates with higher-level managers to plan, design, influence and implement campus strategic plans, objectives and processes, primarily in the areas of HR and finance, e.g., Effort Reporting System, Cost Share Tracking System. Represents the Space Sciences Laboratory in campus-wide meetings and discussions.
- Serves as key administrative officer for Space Sciences Laboratory programs, oversees analysis and policy development for issues and processes. Coordinates and oversees activities for other UC campus locations or external universities.
- Interacts with higher-level campus managers and advises senior Space Sciences Laboratory managers on controversial situations. Develops, modifies, and executes campus policies which affect Space Sciences Laboratory.
Required Qualifications:
- Excellent ability to establish metrics for department and employee goals.
- Excellent project management skills, including the capability of managing capital projects.
- Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
- Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
- Excellent interpersonal skills to effectively lead, motivate and influence others and develop and maintain high standards of customer service.
- Knowledge of, or ability to learn, campus-specific computer applications. Good knowledge of common office computer application programs.
- Strong ability to quickly evaluate complex issues and identify multiple options for resolution.
- Solid communication skills. Works well as a member of campus and laboratory committees.
- Bachelor's degree in related area and/or equivalent experience/training.
Salary & Benefits:
Salary is commensurate with experience. Salary range: $80,100 – $112,200.
