Metrics/Measurable Objectives

Providing an accurate method for measuring the success of policy access improvements is essential.

The Project Team recommends using the research data to:

  • Establish baseline measurable objectives
  • Build in feedback systems
  • Develop follow-up mechanisms

Suggestions for meeting metrics objectives:

  • Conduct regular follow-up policy access needs surveys
  • Develop survey to evaluate effectiveness of central policy administration
  • Implement periodic website survey to measure effectiveness [Appendix P]
    • Survey will solicit information to determine where policy users obtain official campus policy information over time (e.g. if users are utilizing policy website more successfully)
    • Survey will determine overall effectiveness of recommendations
  • Website rating scales for specific section of site
    • "Click here" section for satisfaction scale or needs improvement scale
  • Website feedback mechanisms to include
    • "Click here" section to solicit comments
  • Implement question search method like "Ask Jeeves" and utilize compiled questions to improve the FAQ section. Over time, question analysis can be used to identify effective improvement and address policy access weaknesses.
  • Develop policy effectiveness training survey or evaluation tool
  • Develop tracking & monitoring system for exception requests
  • Implement website counter mechanisms to track website activity
  • Quantify reduction of procedural errors wherever possible

Providing feedback opportunities to the users will evoke trust and validity in the rules and processes that govern our campus policies. Well-designed and implemented metrics can provide a catalyst for change, growth, and adaptability to users' needs as well as provide the direction for the change.


Next Steps

Although resources may limit timely implementation of all of the recommendations, it is essential that the policy access needs of this campus be addressed. In fact, many of our recommendations require minimal resources and improvements can begin in each of these areas immediately and simultaneously. Interim steps may be required, but it is important to take immediate action.

Based upon the recommendations in this report, the next steps should be to:

  1. Designate a central policy administration
  2. Approve a policy on policies [Appendix S]
  3. Improve dissemination
  4. Cultivate a working relationship with policy makers
  5. Develop and implement a standard policy template
  6. Define policy approval process
  7. Improve central policy website
  8. Develop master glossary

Incorporate these steps into a master timeline for development, phased roll-out, and continuous policy access. The establishment of a central policy office is the most expedient means to coordinate these improvements.
