Management
and Senior Professional (MSP) Review Process

This document describes the MSP review process as it is administered on the Berkeley campus.
- MSP positions may be reviewed for reclassification at any time during the year.
- Requests for placement of new or significantly re-structured, non-technical positions within the MSP program will be forwarded to the appropriate Vice Chancellor. Requests should include copies of the new and old versions of both the job description and organization chart. The Vice Chancellor will, in turn, review the request to verify that the position has changed significantly or that there are potential equity issues. The request will then be forwarded to the Human Resources (HR) Compensation Unit for analysis.
Positions
proposed for MSP I-IV:
The OHR Compensation Unit will provide an analysis and a specific
recommendation to the requesting vice chancellor. Each of the other
Vice Chancellors will receive a copy of the analysis within one
business day of the date of the OHR Compensation Unit analysis.
New or significantly reorganized vacant positions:
The OHR Compensation Unit will provide an analysis after receiving the job description. Vice Chancellors will have 5 business days in which to provide input to the requesting vice chancellor.Filled positions:
The OHR Compensation Unit will provide an analysis after receiving the job description. Vice Chancellors will have 10 business days in which to provide input to the requesting Vice Chancellor.
The requesting Vice Chancellor decides the final classification level, and notifies the OHR Compensation Unit.
All
positions (vacant and filled) proposed for MSP V and above:
The OHR Compensation Unit will provide an analysis and specific
recommendation to each of the Vice Chancellors prior to the meeting
of the Vice Chancellor's Administrative Council (VCAC) at which
the request will be discussed. If the requesting Vice Chancellor
believes a request to evaluate a vacant position is urgent and cannot
wait for the next VCAC meeting, he or she will confer with the EVCP
regarding the need to expedite the review outside the meeting.
If the VCAC discussion does not result in consensus, the EVCP will
make the final decision, notifying the requesting vice chancellor
in writing, with a copy to the OHR Compensation Unit. The requesting
vice chancellor will be responsible for communicating the final
decision to the unit and to the OHR Compensation Unit. The affected
individual will be apprised through appropriate reporting channels.
Positions
in the technical series (Programmer/Analyst IV and V and Computer
Resource Manager II and III, Senior and Principal Development Engineer,
and physicians):
Requests will be evaluated and decided by the OHR Compensation Unit
in consultation with campus experts as necessary. The OHR Compensation
Unit will notify departments of the outcome of the evaluation.
- The effective date for any reclassification is normally the first of the month following receipt of the request in the OHR Compensation Unit. The requesting vice chancellor has the authority to grant exceptions.
