SSC: Operational Excellence

During this period, the Berkeley campus engaged in an Operational Excellence effort that includes the creation of shared services centers. 

As part of the campuswide Operational Excellence program, the Organizational Simplification team members have drafted Shared Services activity lists for review. Activities in HR, IT, and Finance have been given a preliminary designation as Central, Shared, or Local, based on the following definitions:

An activity should be LOCAL if:

  • The activity is unique to the unit
  • The activity requires in-unit decision-making

An activity could be SHARED if:

  • The activity could be standardized across multiple units with similar needs
  • The activity could be performed effectively without proximity

An activity could be done CENTRALLY if:

  • The policies governing the activity have strategic, university-wide implications
  • The activity can be performed with limited knowledge of internal unit operations.
  • The activity can be standardized across all units
  • The activity leads to the development of a campus program.
