PX Contract New NIH-NRSA Scale
On January 20, 2016 the National Institutes of Health (NIH) announced new stipend levels for fiscal year 2016 Ruth L. Kirschstein National Research Service Awards (NRSA). Pursuant to the Postdoctoral Scholars’ Memorandum of Understanding (MOU) between the University of California and the UAW, Article 4, Compensation, Section A-3 states, “increases to the University Postdoctoral Scholar salary/stipend minima rates shall be made in accord with the NIH Notice pertaining to the Ruth L. Kirschstein National Research Service Award (NRSA) Stipend levels.”  The effective date of the new salary scale is the first day of the payroll period following the NIH Notice, which is February 1, 2016. The new salary scale is attached. It is also posted on OP's website and linked to from APO’s website. The implementation of the new scale does not automatically affect the salaries of Postdoctoral Scholars, with the exception of some Kirschstein Fellows. For Kirschstein Fellows who were granted FY2016 awards, but were issued these awards using the FY2015 stipend levels, their stipends will be adjusted to the FY2016 levels by the NIH.  For all others, the new scale only affects those who are newly appointed or whose reappointment, or anniversary date for multiple year appointments, occurs on February 1, 2016 or later. Since units may have already entered appointments or reappointments with effective dates of February 1, 2016 or later, all Academic HR Analysts responsible for postdoctoral scholar appointments will need to conduct an audit and adjust these appointments as needed so they comply with the new salary scale.  If you have any questions regarding these postdoctoral scholar salary changes, please email appolicy@berkeley.edu.

Non-Senate Faculty (Unit 18) Contract has Expired
The UC-AFT agreement for Non-Senate Faculty (Unit 18) expired on December 10, 2015. The University and the UC-AFT are continuing to bargain over the terms of a new collective bargaining agreement.
